Network Remote Control must be enabled per-device (Settings > Remote, CableCARD & Devices > Network Remote Control > Enabled). Off by default since TiVo software v9.4.

IRCODE buttons may be unused or disallowed depending on UI state — the DVR is guaranteed to process the code, but the resulting effect is not guaranteed.
